Founded in 2015, Wyoming Seat Belt Coalition (WYSBC) is serious about our mission to increase seat belt and child passenger safety seat usage in Wyoming in an effort to prevent fatalities and decrease the severity of injuries in traffic crashes on our state’s roadways. We believe by working together, we can drive our state toward zero traffic deaths.

Comprised of law enforcement professionals, community health officials, educational faculty, various industry representatives, and community safety advocates, these WYBSC members do what it takes every day to help Wyoming be a safer place to drive.
Pete Abrams was a certified peace officer for 33 years and began his career at the Natrona County Sheriff’s Office. He later joined the Casper Police Department and retired in 2014 as the supervisor of the Traffic Enforcement and Special Events Unit.
In 25 years of active service, he worked as a Patrol Deputy and Officer, School Resource Officer, Senior Operator for Chemical Testing, NHTSA Certified Field Sobriety Testing Instructor, Crime Prevention Officer, Public Information Officer, SRT Team Leader and in many other capacities. He has an extensive background in traffic enforcement, crash investigations, traffic safety, CEPTD (Crime Prevention through Environmental Design), impaired driving enforcement and media relations.
Pete has been a Law Enforcement Liaison for the Wyoming Department of Transportation, Highway Safety Office since 2014, helping to create the state’s first-ever LEL program. Pete is a member of the DuPont™ Kevlar® Survivors’ Club®.
Cody Beers, of Riverton, is currently in his 12th year as a member of the WYSBC, and he is in his 8th year, by appointment of Gov. Matt Mead, on the Governor’s Council on Impaired Driving.
The Wyoming native is a 1983 Cody High School graduate, a 1985 graduate of Eastern Wyoming College, and a 1988 graduate of the University of Wyoming, with a bachelor’s degree in journalism.
Beers has worked as a reporter for The Cody Enterprise, as a reporter/photographer for The Riverton Ranger, associate editor/publications editor of Wyoming Wildlife magazine with the Wyoming Game and Fish Department, and editor of The Riverton Ranger and Lander Journal newspapers.
Beers joined the Wyoming Department of Transportation as a public relations specialist in 2004. He has coordinated public relations efforts on a number of high-profile construction projects for WYDOT, including the $140-plus million Togwotee Trail to Yellowstone Project. For his efforts on the Togwotee project, The Wyoming Office of Tourism presented Beers with the 2013 “Reach” Award for being state tourism’s “Industry Partner of the Year.”
He also works as a WYDOT liaison with the Eastern Shoshone and Northern Arapaho Tribes on the Wind River Reservation, and for the past 9 years, has worked with tribal leaders, tribal members and other partners to improve traffic safety, enhance occupant protection, and end impaired driving on Wind River Reservation highways. For his efforts on the Wind River Reservation, former Gov. Dave Freudenthal presented Beers with a 2010 award for his Outstanding Efforts to Prevent Impaired Driving.
Lieutenant Travis Bingham is a highly respected and dedicated member of the Sublette County Sheriff’s Office, proudly serving his community for 19 years. A native of Sublette County and a graduate of Pinedale High School, Lieutenant Bingham began his distinguished law enforcement career in August 2006 as a Detention Deputy. His commitment to excellence was evident early on when he graduated from the Wyoming Law Enforcement Academy in the spring of 2007 as a Detention Deputy, in 2016 as a certified Communications Officer, and in 2023 as a Peace Officer.
Lieutenant Bingham quickly rose through the ranks, being promoted to Corporal in 2009 and then to Sergeant in July 2010. Since 2012, he has excelled in his role as the Administrative Sergeant. In 2025, he was promoted to Detention Lieutenant. In addition to his administrative duties, Lieutenant Bingham was appointed as the Sheriff’s Office Public Information Officer in 2015. His expertise was further enhanced by attending the Advanced Public Information Officer training at FEMA headquarters in Washington, DC, in 2018.
A multifaceted leader, Lieutenant Bingham oversees the Sublette County Warrant Team and serves as a Reserve Communications Officer. In 2019, he initiated the Sublette County Sheriff’s Office Drone Team, a critical asset for search and rescue operations, damage assessments, and crash reconstructions.
Lieutenant Bingham has amassed over 2,600 hours of law enforcement training, holding certifications as a Professional Detention Officer, Advanced Public Information Officer, Advanced Dispatcher, and Peace Officer. His qualifications are bolstered by more than a dozen FEMA National Incident Management System certifications and a graduation from the National Jail Command Leadership Academy, hosted by the American Jail Association in 2019.
Fueled by her passion for education and serving students, Carole joined the Laramie County Community College (LCCC) family as the Pathway Coordinator for Business and Accounting in 2020. She brings over 25 years of experience in higher education as well as professional expertise in business, training, grant writing, and economic development.
Her professional experience serving business and industry in both education and non-profit spaces includes creating safety programs, writing safety policies, planning safety conferences, securing grant funding for safety training facilities, and advocating for legislation on seatbelt and industry safety.
She earned her Master of Public Administration with Honors from the University of Wyoming and a Bachelor of Arts in Communication and Legal Studies from the University of Northern Colorado in Greeley, Colorado. Carole also serves the community through P.E.O., Rotary, the Wyoming Seatbelt Coalition, mentoring Wyoming Congressional Award candidates, and LCCC Flight Crew.
A native of the San Francisco Bay Area, Joshua Camp received a B.A. in Politics from the University of California, Santa Cruz in 2005. For the next ten years, Joshua worked almost exclusively in professional theatre, both on and off stage. In 2014, he received a M.S. in Homeland Security from San Diego State University, which included study and research in Cambridge, England. The following year Mr. Camp began his work as a safety investigator with the Federal Motor Carrier Safety Administration, based out of the Division office in Olympia, Washington. In 2018, Joshua relocated to the Western Service Center in Lakewood, Colorado, working as an Enforcement Program Specialist. In August 2022, he took over as the FMCSA Division Administrator for the Wyoming Division office, in Cheyenne.
Since 2011, Noel Cooper has served as the Executive Director for Injury Prevention Resources (IPR), a not-for-profit agency dedicated to saving lives on Wyoming roads. He is a National Certified Child Passenger Safety Instructor and holds numerous certifications from the Traffic Safety Institute, including Impaired Driving Program Management and Occupant Protection Program Management.
Noel was raised in Fremont County and attended Montana State University. When he recalls various ventures in the private sector, he remembers that the work never felt worthwhile; however, offering desperately needed services through IPR, continues to be a fulfilling journey, both personally and professionally.
Working with IPR Staff, Board Members, and community partners provides Noel with the opportunity —every day— to challenge Wyoming residents’ beliefs while encouraging safe driving behavior change.
Alexandra Farkas is the Public Information Officer for the Cheyenne Police Department. She is responsible for developing, coordinating, and implementing communication strategies between residents, businesses, the media, and the Police Department regarding a variety of projects and initiatives which align with the department’s strategic priorities.
Farkas’s professional experience includes areas of digital media, marketing strategy and communications, graphic design, cyber security, data analytics and event planning.
Prior to the Cheyenne Police Department, Farkas served as the Director of Marketing and Communication for the Greater Cheyenne Chamber of Commerce and currently serves on the Cheyenne Regional Medical Center Foundation’s Board of Directors. Farkas earned her Bachelor of Science degree in Business Marketing with Minors in Entrepreneurship and Management from the University of Wyoming.
Jeff Grant is the Unintentional Injury Prevention Coordinator for the Wyoming Department of Health, based in Cheyenne. Jeff is responsible for implementing several new evidence-based programs within the Department, in addition to a new program called “Think First.” Focused on prevention of brain, spinal cord and other traumatic injuries through education, research and advocacy, Jeff’s expertise in Exercise Science will allow him to work effectively with schools around the state to help reduce crashes and injuries among first-year teen drivers.
A native of Nebraska, Jeff likes to hunt and watch Huskers football, when he’s not creating Christmas yard art.
Matt holds a degree in Broadcast Journalism from Colorado State University, and has more than twenty year’s experience crafting award-winning multimedia education and outreach materials for diverse audiences. In his current role with WYDOT Public Affairs, he applies visual storytelling in support of the department’s internal communications, public outreach and safety messaging. He also works with state highway safety partners in developing engaging and effective media campaigns aimed at making Wyoming highways and travelers safer.
Victoria Ingerle serves as the Laramie County Safe Kids Coordinator under the direction of the Cheyenne Regional Medical Center in Cheyenne, Wyoming. She has been in her role for the past 8 years. Victoria actively works to provide car seat education to Cheyenne by providing education at a weekly car seat inspection station. Victoria coordinates several community educational events each year that utilize certified car seat technicians and local partners to ensure car seat safety in Laramie County. She also works with local partners to implement a low-cost car seat distribution program for families that qualify for low income assistance programs. Victoria implements all the programs of the Injury Prevention Program at Cheyenne Regional Medical Center. She is extremely passionate in what she does to save lives.
Karson James is the Manager of the Highway Safety Behavioral Grants Program at the Wyoming Department of Transportation. The Program’s goal is to reduce traffic crashes, deaths, injuries and the associated economic losses in Wyoming through the coordinated efforts of state, local agencies and other safety partners. The Highway Safety Program provides project funding to help achieve stated program goals and objectives which address identified highway safety problems. Priorities of safety effort and location are based on projects with the greatest likelihood to impact crash and injury reduction.
Megan O’Toole is a 2019 Nightingale Award recipient, recognized for her work in improving seat belt use, among teens in her area, from 58% to 87% in less than 6 months. She is a registered nurse, graduate of the University of Wyoming, and part of a fifth generation ranching family in south-central Wyoming. Megan currently works as a trauma coordinator and nurse educator, with a focus on rural and ranching safety.
Allen Thompson is a retired Sheridan County Sheriff and currently serves as the Executive Director of the Wyoming Association of Sheriffs and Chiefs of Police. Over a career spanning 24 years with both the Sheridan Police Department and the Sheridan County Sheriff’s Office, Allen served primarily in uniformed patrol divisions. As a result, traffic safety and enforcement were primary responsibilities throughout his career. He still holds reserve certification and has amassed well over 3,000 hours of POST-certified training. While Allen attained many specific law enforcement certifications, his primary focus has always been training others, with an emphasis on officer safety and building community relationships.
Allen and his wife are active as volunteers in the Sheridan community and enjoy riding motorcycles across the highways of Wyoming in their free time.
